Please see below latest update from the Highways Department.

Works will commence at Mines Road junction on 3rd October which will mean that the junction will be closed in all three directions. Access to the filling station and pub will be via Lower Foxdale, and access to Costain’s will be from Ballamodha.
The relief road will not be started as the scheme starts. The department is awaiting a planning decision.

Mines Road junction improvements – whilst a planning decision has not yet been made it is not anticipated that this will be contentious. This will commence on 3rd October so there is no delay and the final work on the junction will be complete when planning permission is received.

Buses

The No 4 bus (Douglas to Peel via Foxdale) will still operate. However it will not be able to go through the village so it will turn around at the school and re-trace its path to the Braaid and turn left onto Glen Darragh Road. It will then join the TT course at Glen Vine and then turn left at Ballacraine. It will travel up through the Hope into Lower Foxdale where it will turn around on a newly created turning area at the site of the former Ballanass Bridge. Then it will return back to the Hope and onwards to Peel. The knock-on effect on the timetable caused by the diversion will mean that the return journey will depart from Peel approximately an hour later than the current schedule.

There will not be a No 8 service from Peel to Castletown

School buses – for pupils attending QE2 in Peel the bus will depart from Mines Road at around 7.55am (or it might be 8.05am) and take the same diversion route as the No 4 bus which means that it will pick pupils up in lower Foxdale. At the end of the day the reverse will apply. For pupils attending Castle Rushen, the bus will depart from Mines Road (no times available from Bus Vannin yet) and travel along the Tosaby Road into St Marks and out onto the Ballamodha. At the end of the day the reverse will apply.

The transfer of pupils between QE2 and Castle Rushen is being arranged between Bus Vannin and the schools themselves.

Works are currently being undertaken setting up the compound on land adjacent to the Heritage Centre. Also some works are being done on the surrounding roads in readiness for the works. Lhoobs Road will be one-way from its junction with the Archallaghan Road to its junction with the Kionslieu Road.

Last week there was a positive meeting with representatives of ports, highways and commissioners looking at long term design options to deal with the silting of Peel harbour. These include a silt trap and a channel to divert the river. If costs are within budget, construction could start early next year.

This week is the final week to receive applications for Absent Votes. The office will be open this Friday.

Guide to Voting

Following meetings with DOI/DEFA, and in reply to my supplementary question (in italics below) on the pollution from the Raggatt (Keys 28th June), the minister confirmed that progress is made towards identifying a solution to the discharge of leachate from the Raggart, possibly through Meary Veg.

Would the Minister agree with me that… we should not be putting this discharge at all into the Peel Bay and, in actual fact, if it was built now, it would not be allowed; it is only  permitted under the concept of grandfather rights? Would he consider re-looking at those grandfather rights?

 Would he also agree with me that we need an effective treatment of this, whether it be through the Peel sewerage system or otherwise, to actually eliminate this and we need stop putting these quite harmful contaminants into Peel Bay?

One thing I will support is that, to be in the situation we are now and not having a proper facility in place … I would support the Member for Peel saying that, but we are where we are,  and we have to find solutions to rectify the problems at the Raggatt and throughout the Isle of Man.…..

I can confidently say that we have had many discussions with our colleagues in the Department of Infrastructure to find a suitable way forward and identify a site. I know the Department of Infrastructure recently put out a news release for expressions of interest, and I would be very interested to know how that has gone on. I believe they are still out.

In regard to finding alternative solutions to this, as I say, the issue is not straightforward; as you know, the levels of contaminants coming from the facility are not consistent. Analysis of samples taken during the early, middle and end stages of a single tanker-filling operation show  that the level of PCBs, for example, vary significantly during the process, indicating that the levels of PCBs vary significantly from place to place.

The Member will be interested to know we are working with the Manx Utilities Authority at the moment, and the Department of Infrastructure on a trial, to identify if we can use the Meary Veg plant to substantially reduce the level of PCBs contaminants in the leachate….

The Isle of Man Financial Services Authority has agreed to the registration of the Island’s first credit union and accordingly Manx Credit Union Limited has been registered by the Government’s Central Registry, which issued a certificate of incorporation to Manx Credit Union Limited on 22^nd August 2016.

Manx Credit Union Limited will be supervised by the Authority under provisions in the Credit Unions Act 1993.

Following my question “What progress has been made towards a STEM block for QEII School?” in Tynwald 19th July the following was confirmed.

The Department is in the early stages of considering future development options for the Queen Elizabeth II High School to increase capacity to meet a roll which is expected to rise in the short to medium term, following the extensive residential development in the town and also addressing existing suitability issues across the school.

The Department is to make an initial provision for such future development as part of the forthcoming 2017-18 Budget process and will be looking at confirming the need and at developing a feasibility study over the balance of this financial year to support a business case.
